More than 460,000 people immigrated to America last year. More than half were from Europe. About a quarter were Latino, and a handful came from China, Japan and other Asian nations. Why so imbalanced? Laws passed in 1924 said the more people a nation already had in America, the more could come . . . oh, and just about no one from Asia should be allowed in, at all.
