We need to change our attitude towards disabilities
Mental retardation is no crime. So why do we take people who have it, and lock them away in institutions? JFK thinks we can treat people better. Maybe it’s because of his sister who has disabilities, or the advice from his Panel on Mental Retardation. Either way, he’s telling Congress today it’s time for a change. He wants every state to submit a plan for community centers, something called special education, and much, much more.
